The Health and Safety Executive (HSE) said this week it had designed the regulations to make them easy to follow and as an adequate response to public concerns about this type of equipment.
Construction jobs involving the planning and use of tower cranes will now have to give various details to the HSE whenever one is required.
This information includes the name and address of the crane owner, the date of its examination, the site address of its use and whether there are any defects on the equipment that could pose a risk of serious injury.
Chief inspector of construction at the HSE Philip White said the new regulations, which were established after a consultation, are the result of "widespread interest" in finding ways to improve safety.
"We have learnt a great deal from recent incidents and are working together with hirers, suppliers, manufacturers and stakeholders to ensure that anything we have learnt is acted upon," he added.
The news follows a recent HSE announcement regarding unsafe scaffolding and the commonality of falls from height on site.
