Running between Newcraighall in Midlothian to Tweedbank in the Scottish Borders, the 30-year design, build, finance and maintenance (DBFM) project includes seven stations and associated road infrastructure.
The DBFM contract will include civil engineering, building works and telecommunication and signalling systems as well as utility diversions and road works.
Minister for transport Stewart Stevenson said a fast, efficient rail link connecting communities from the Scottish Borders to Midlothian and Edinburgh would act as a catalyst for economic growth right across southern Scotland.
He added that the new link would support hundreds of jobs during its construction, as well as increasing business development and housing opportunities.
The process of identifying the contractor who will build and operate the new rail link is now under way.
