The proposed development to regenerate a 35-acre area in the northeast of the town, near Blackpool North station, includes 915,000 sq ft of office and business space, as well as a hotel, shops, cafes and restaurants and a new headquarters for Blackpool Borough Council.
Muse, part of UK construction and regeneration group Morgan Sindall plc, is working with local regeneration firm ReBlackpool, the local authority and the North West Development Agency on the £220 million scheme.
If the plans are given the go ahead, work is due to begin in 2011.
Muse regional director Mike Horner said the development would deliver "huge, transformational change" to Blackpool.
"The creation of a new vibrant commercial district around the train station and a new transport interchange, with supporting retail and leisure facilities, as well as vast improvements to the public realm, will create hundreds of new jobs and attract new investors and occupiers to the town," he added.
